The program aims to discuss from a legal and public policy perspective how the lessons from previous crises can help anticipate and respond to future emergencies and shocks at the national, European, and international levels.

- The concept of crisis and its impact on policy and law-making
- The tools and measures applied in the past to deal with different situations of crisis at the national and European level
- The legal issues and controversies that have emerged in times of crisis in the past, taking into account related case-law
- The basic parameters for ensuring respect for the requirements of the rule of law and the limits of the possibilities for limiting fundamental rights in times of crisis Strategies for crisis management planning and prevention as well as for mitigating the negative impact and consequences of crisis with regards to social coexistence and the economy
- The role of different national/European/international stakeholders to effectively deal with crises
